John B. Reiss, PhD, JD
John Reiss joined ECRI's Board of Directors in 1993 and served as Chairman from 2000 to 2018. During his tenure as Chair, he oversaw two transitions of the CEO and President positions, including negotiating the retirement of the founding CEO. His previous law career includes a partnership at Saul Ewing and Dechert for 30 years, where for part of his tenure, he was Chair of the Health Law Groups.
Currently, he is Vice President and General Counsel for Doylestown Hospital, serving in-house since June 2013, and as outside counsel for some 30 years prior to that. His most recent accomplishment has been managing the integration of Doylestown Hospital with Penn Medicine. He plans to retire in September 2024.
His earlier healthcare experience includes serving as Director, Office of Health Regulation, for the U.S. Department of Health and Human Services, and as Assistant Commissioner for the New Jersey Department of Health, where he designed the state’s experimental Hospital DRG payment system. He was also responsible for other regulatory programs including nursing home payments, health planning, Certificate of Need, and the New Jersey State Health Assessment Data System.
Before his healthcare career, Dr. Reiss was also Associate Professor of Economics at Stockton State College in New Jersey (now Stockton University), and an Assistant Professor of Economics at Allegheny College in Pennsylvania. He earned his Ph.D. in Economics from Washington University in St. Louis, Missouri, and his J.D. from Temple University in Philadelphia. He came to the United States from England in 1963, where he graduated from Exeter University with a B.A. in Social Studies, Class II, Division I.
