
Strengthening Indonesia’s Healthcare System Through Evidence-Based Procurement
Challenge
Indonesia’s vast geography and diverse regional contexts present unique challenges in ensuring equitable access to healthcare services. Recognizing this, the Ministry of Health (MoH) Indonesia has been working to strengthen healthcare infrastructure an ensuring equitable access, especially following lessons learned during the COVID-19 pandemic.
Solution
Through the Indonesia Health System Strengthening (IHSS) Project, the MoH Indonesia sought to modernize healthcare facilities and upgrade medical and laboratory equipment. ECRI was engaged to provide independent technical expertise and evidence-based guidance to support transparent and efficient procurement of healthcare technologies.
Working closely with the MoH, ECRI developed neutral technical specifications, conducted comprehensive market analyses and provided technical inputs. ECRI also facilitated vendor conferences and user meetings and supported bid evaluations to ensure that procurement decisions were based on clear, objective and technical criteria.
Impact
ECRI’s collaboration with the MoH strengthened transparency and accountability in the procurement process, enabling evidence-based decision-making for critical healthcare technologies. This initiative helped MoH secure high-quality equipment with sustainable maintenance support, while enhancing internal technical capacity in equipment evaluation and selection.
Through this partnership, MoH Indonesia has achieved significant cost savings – advancing the nation’s goal of building a more resilient and equitable healthcare system.
