According to the 2023 Business Leaders Outlook: Healthcare survey, three leading factors are driving up costs: retaining and hiring employees—69%, supply chain—67%, and cost of raw materials and energy—56%.

Clifton Porter, II
Senior Vice President of Government Relations, AHCA/NCAL
Clifton (Clif) Porter, II is the Senior Vice President of Government Relations at AHCA/NCAL. Porter has been serving the needs of seniors in the long term care field for over 30 years, beginning his career as an administrator in training at a skilled nursing facility in 1989, serving as an administrator of several skilled nursing centers from 1990 through 1998, and capping his operational experience as a regional director of operations for a large-urban market from 1998 through 2004. Porter then accepted the challenge of leading HCR ManorCare’s Government Relations Department from 2004 to 2013 as its Vice President of Government Relations and served on various state health care association boards from 2004 to 2013.
Now, serving as the top lobbyist in AHCA/NCAL, Porter works to promote the association’s legislative agenda. Under his leadership, AHCA/NCAL was intricately involved in many legislative accomplishments including the passage of the IMPACT Act, repeal of the physician SGR, implementation of SNF Value Based Purchasing, and permanent repeal of Part B therapy caps. Porter’s greatest accomplishment was leading the COVID-19 response negotiations with the White House and Congress ensuring billions of dollars in support for the sector during the pandemic.
Porter holds a Bachelor of Science degree from the Virginia Commonwealth University School of Medicine in Healthcare Management.
Tim Wade
Senior Executive, Spend Management, Genesis Healthcare
Tim is currently a Procurement Executive with Genesis Healthcare in Kennett Square, PA. He has over 30 years' experience in Procurement and Operations in both provider and distribution settings in both large and small companies.
Tim is a graduate of Towson University in Maryland. He is an avid runner and golfer and dabbles in real estate.
Tim Browne
Vice President, Global Supply Chain Solutions, ECRI
Timothy D. Browne is ECRI Institute’s Vice President of Global Supply Chain Solutions and has 30+ years of dedicated service to the non-profit organization. Mr. Browne developed and over sees ECRI’s industry leading supply chain service offerings which support healthcare in the following areas – procurement and management of capital equipment, medical surgical supplies and implants, purchase services and workflow systems to help automate the procurement processes including value analysis and strategic sourcing. ECRI’s supply chain service offerings are utilized by over 3K providers worldwide and its’ corresponding spend management databases represent the largest, GPO agnostic price benchmarking databases available in the market today.
Mr. Browne has assisted project teams at member facilities with supply chain cost reduction initiatives at the healthcare system, facility, department, category, and vendor levels. In addition, he has assisted with product standardization, data mining, data cleansing, and value analysis process development/enhancement.
Victor Lane Rose MBA, NHA, FCPP, CPASRM
Executive Director, Aging and Ambulatory Care, ECRI
Victor Rose has worked in the healthcare and non-profit sector for 30 years, serving in various executive and leadership roles. Currently, he serves as ECRI’s Executive Director of Aging and Ambulatory Care, coordinating business development and consulting in safety, risk management, and quality improvement to providers nationwide and across the aging care continuum. Before joining ECRI, he served as Director of Operations (COO role) for 17 years with a not-for-profit continuing care retirement community leading direct care, support service delivery (e.g., environmental services, dining services, human services), and administration (e.g., operational finance, annual planning, staffing and scheduling, admissions and discharges, licensing surveys, risk management, emergency preparedness and response).
Victor holds a BS in Management (healthcare concentration) from the University of North Carolina - Asheville, an MBA from DeSales University, is a Fellow at The College of Physicians of Philadelphia and is a licensed nursing home administrator in Pennsylvania. He has taught management at DeSales University, served on LeadingAge PA’s Public Policy Committee, and authored numerous healthcare management and aging services articles and white papers. Topics include state survey preparedness, budgeting, risk management, building design, staffing and scheduling, legal discovery and QAPI, scope of service, and most recently postincident investigations, postincident notifications and emergency preparedness in relations to outbreak and pandemic response.
Additional professional activities include serving as Board Member (past President) for the Eastern Pennsylvania Geriatrics Society (EPGS), as Column Editor for Annals of Long-Term Care (ALTC) “ECRI Strategies” column, and on the ALTC editorial board. Victor also serves on the Board of Managers for Meadowood at Home program, a Life Plan Community located in Skippack, PA.
